The public comment period has been extended through May 24, 2019. Public Comment Period and WebEx Session Announced for 1915 (c) HCBS Waiver Amendment 05
Dear Friends and Colleagues,
The Office for People With Developmental Disabilities (OPWDD) is amending the 1915 (c) Comprehensive Home and Community Based Services (HCBS) to align HCBS Waiver services with the Community First Choice Option (CFCO) Medicaid State Plan available on July 1. CFCO is a new option which expands the access and availability of services for people in need of long-term care so that they can remain safely in or return to the community.
Included in the amendment are the following items:
* Update to Community Habilitation fee schedule to align with CFCO rate regions and fees
* Moving Assistance added as a new HCBS Service
* Modification of service limits for environmental modification, vehicle modification and assistive technology, including an allowance for costs to exceed limits due to medical necessity
The amendment also reflects other technical changes, including the extension of higher needs funding for residential and day services.
OPWDD would appreciate your feedback on the changes during the public comment period which will be available from March 27, 2019 through April 29, 2019. Once your comments have been reviewed and any necessary adjustments incorporated, New York State will submit the amended waiver to the federal Centers for Medicare and Medicaid Services (CMS) for approval. OPWDD will be hosting a WebEx session on Friday, March 29, 2019, to provide an overview and outline the proposed changes. The WebEx session is open to the public and all interested parties are welcome to participate. A separate, recorded presentation on CFCO will also be available on the OPWDD website by Friday, March 29, 2019.
